Have you ever heard of the Akrama Sakrama 2022 scheme put forward by the Karnataka Government?

Right from the pre-independence era till now, the city has always remained a favorite amongst the citizens of the nation.

Whether it be the famous pleasant climate tech cityscapes, or the majestic lakes all around, Bangalore was always a premium spot for India's cosmopolitan cream.

After the famous IT boom of the 1990s, it has especially become a favorite destination for the IT Titans of the world. This rapidly pushed the urbanization rate of the city drastically, and the influx of young tech professionals and dreamers across the country further fueled the residential real estate of the city.

But it also had raised yet another trouble, illegal buildings and other constructions which were built upon encroached lands. As soon as the second decade of the new millennium approached, this scale had rapidly risen.

Though these are illegal buildings structured upon the encroached lands, or with plans that are not regularized, most soon had tenants, and they have become a part of the cityscape razing them out became out of the question, as it would further affect the smoother running of the city as well as damaging other parts of the city as well as the roadways.

Not just Bangalore, but also many other cities within the state and other parts of the country that face the same kind of trouble.

So what is the solution?

Well then, let's talk about the Akrama Sakrama 2022 scheme by the Karnataka Government.

What is Akrama Sakrama?

Akrama Sakrama is an innovative scheme implemented by the Government of Karnataka in 2013 to legalize illegal buildings and make them safe and valid for use.

To the ones who are still awed by the name, it simply takes up the antonyms, which roughly means Valid and Invalid, or Proper and Improper from Sanskrit. It was originally known as the Karnataka Town & Country Planning Act.

If you have a property that's not legally approved, you can ask the city council to approve it. For that, you need to fill out some forms, give them some documents, and pay a fee.

The authority people will review everything and decide if your property follows the rules. If it does, they'll give you a certificate to make it legal.

The Akrama Sakrama scheme, as mentioned before, was first introduced by the State Government of Karnataka on December 31, 2013. Though the Akrama Sakrama scheme at first was not accepted widely and the implementation of the same was under judiciary review, the High Court in 2016 had given the green signal for the same. However, over the years, many new amendments, and after many more reviews, it has recently, i.e. back in 2020, made its move again.

The Akrama Sakrama scheme aimed at regularizing over 35 lakh buildings across the state and 2 lahks+ buildings in Bangalore city, and the current Chief Minister of Karnataka, Shri B S Yediyurappa, had called for the rule to make real changes as the state aims to increase its revenue.

Thus, the properties which are built before October 19, 2013, eligible under this same scheme can get -

  • Occupancy Certificate

  • Can partake and avail of benefits under Home Loans and ReSale.

Akrama Sakrama for B Khata sites:

The Government of Karnataka has regularized issuing B Khata properties by the Akrama Sakrama scheme. And with the Akrama Sakrama 2022 scheme, we can now convert any B Khata property into A Khata property. The permission for this conversion has been allocated by the Government of Karnataka in 2022, through the Akrama Sakrama scheme.

The eligibility criteria for the conversion of B Khata properties into A Khata properties, according to the Akrama Sakrama 2022 scheme is to have the RERA registration on the particular property. The Real Estate Regularly Authority can seamlessly study the B Khata properties approved in the Karnataka state and improvise the conversion of those B Khata properties into A khata properties through the Akrama Sakrama 2022 scheme, under the jurisdiction of the Karnataka Government.

Which are the buildings that are eligible for the Akrama Sakrama Scheme?

  • Buildings that are built without an approved or proper building plan and are constructed upon the landowner's land.
  • Similar Properties that had deviated from the original approved building plans.
  • Buildings that violated the Land Use contraventions to Sections 14 & 14 A
  • Buildings built upon the unauthorized subdivisions in contravention of section 17
  • Unauthorized construction of properties in contravention of Sections 14 &15
  • You also must pay more expenses depending on how much your house doesn't follow the guidelines. This money helps the town fund projects like building roads and parks.
  • All the buildings which already has occupation certificate/ Door Numbers /PID Numbers

The authorities also tell people about this program via ads and events to make sure everybody knows the way it works.

Thus these constructions or structures that are part of the cityscape can now convert themselves into valid versions of themselves, and they can attract far better prices than their previous versions could've ever earned as now they too fall under the legal precedents of the city through Akrama Sakrama 2022.

However, those who had to pay for the illegal buildings now will have to pay extra to regularize the buildings, but the properties by the major builders and developers of Bangalore will never have to face the same.

This does give an advantage to the home buyers who look to buy verified properties from the developers.
